Minutes of 3rd Circle Conference of AIAPC Karnataka Circle held on 11-09-2016 at Devangere-577002

          Minutes of the meeting held on 11/09/2016 at Davanagere to discuss the legitimate rights of the  Postmaster Cadre and  to strengthen the Postmaser  Association.
          Third Circle Conference of Postmaster Cadre officers of Karnataka Circle  was held at Shramajeevi Hotel at Davanagere on 11/09/2016 at 11:00 AM under the Chairmanship of Sri Shivamurthy B. R, Postmaster Grade-III, Head Post Office, Chikmagalur. Healthy discussions were held regarding  the immediate burning issues of the Postmaster Cadre like delay in implementation of Promotion to PM GR-II and Grade III, Denial of Promotional avenues through competitive examiniation  and in general the injustice, discrimination and deprival of legitimate rights of the   Postmaster Cadre by the Directorate. It was univocally decided to take the fight to the Directorate  through the legal route and also to strengthen the union.

                Sri Sathish P. N, extended a very warm welcome to all Postmasters and requested all the members to discuss about the discrimination and injustice facing by the Postmaster cadre.  The main issues discussed in the said meeting are mentioned here below. 
          The Postmaster Cadre officials are deprived of the legitimate opportunity both as a Citizen and Employees as per the Constitution and against to the Article 14 and 16 of Indian Constitution.  
          As per the Memo No. 4-17/2008-SPB-II issued by the DOP dated 22-11-2011, it is mentioned in the said letter that consequent on induction of technology in Postal Operations there is a requirement of Professional Managers to manage the key post offices and hence the cadre of Postmaster is created carving out the posts from the existing LSG, HSG II, HSG III and the Key posts in bigger and important post offices should be manned by professional managers and run in professional way.  Every post office is having one Postmaster.  A Postmaster should be positive thinker, well trained, much advanced in approaching customers etc.  A Postmaster should look like an       In-charge (Manager)  of professional institutes.
          But only the responsibility and duties are given to the Postmaster Grade officials and no financial benefits are extended.  In each and every step, the Postmaster Grade officials have been discriminated at par with I.Ps and General line officials, the concept of equal pay for equal work becomes nightmare for Postmaster Grade officials, not even a single notional increment was given to the officials who  qualified through LDCE to the cadre of Postmaster Grade-I.

          The Postmaster Grade I posts were carved out from LSG Vacancies.  The duties and responsibilities of Postmaster Grade I and LSG Postmaster are same and even more for Postmaster Grade I, but the benefit extended to the LSG officials are denied to the Postmaster Grade I officials, mainly,
LSG Officials are eligible to appear IPO examination but Postmaster Grade I official are denied to appear.
LSG Officials are eligible to appear for PSS Group B examination, where as the Postmaster Grade I officials are denied to appear for the said examination.
LSG Officials can decline the promotion but the Postmaster Grade I official cannot decline.

(d)     The result of the Postmaster Grade-I LDCE was announced in June 2011/______/ 2013 &_____/2014 by the D. G. Posts but though all other Circles had  issued the posting orders in time, the Karnataka Circle had delayed the  announcement of  the result and  issue of posting orders by means of which the Postmaster Grade-I cadre officials have became juniors in All India level seniority.
(e)      Further the Dept is not allowing the Postmaster Grade officials to appear          in the LDCE for IPOs and PSS Gr-B, where as the IP line officials are      allowed to appear in the LDCE for Senior Postmaster, which is highly irregular, hence it is necessary to fight legally to reserve all the posts of Senior postmasters exclusively for Postmaster Cadre officials.
(f)      Further the DOP in  its order No.04-43/2013-SPB-II dated 28/04/2016    as one time measure relaxed the service standards of regular promotion to the cadre of Postmaster Grade II & III, many other circles have already implemented the said order, but till date even after repeated requests from our CHQ and other unions, the Karnataka Circle not taken any steps to implement the said order, by which the legitimate right of Postmaster Grade officials  for being promoted to the next cadre has been          denied.
(g)     The cadre restructuring of Group-C officials and General Line supervisory officials has already been implemented but the process of Cadre Restructuring  of Postmaster cadre is yet to be initiated.
          The CHQ of this association has already submitted several representations in this regard but the DOP not responded anything in this regard and remained as Mute-Spectator, hence it is decided to knock the doors of judiciary by filing separate cases in Hon’ble CAT/High Court/Apex Court.


         
It is seen that, many of the Postmaster Grade-I, II & III officers are still continuing in Gr-C Unions and General line Supervisory Association. The Postmaster Cadre is a separate cadre, which is entirely different from Postal Assistants, IPOS/ASPOs and also different from general line supervisory posts like LSG, HSG-II and HSG-I.  As our roles and responsibility is entirely different from the other officials, thus obviously our needs and demands are also quite different from others. 
          It is a proved aspect that, the secretaries of Group C unions, IP/ASP unions and General line Supervisory unions are fighting only for the betterment of their union members and not for the benefits of the Postmaster Cadre and treating the Postmaster Cadre officials as they are meant only for monthly subscription.
          It is also true that, the Recruitment Rules of Postmaster Cadre is entirely new, ambiguous and quite inconsistent and susceptible to misinterpretation, which is resulting in wrong interpretation of the orders/rules at Circle level and Circles are seeking unnecessary clarifications and queries and willfully delaying the implementation of favorable orders.
          Therefore it is a high time to raise our voice against the discrimination, partiality, injustice and denial of legitimate rights meted out to the Postmaster Cadre officials through a proper and formal association.  Since an official belonging to one cadre cannot be a part of a formal union of a different cadre and since Postal Assistants, General Supervisors & Postmasters are different cadres by definition, such activities of those among us shall be deemed irregular upon proper scrutiny.
          Therefore it is unanimously decided to invite all the officials of Postmaster Grade-I, II & III of Karnataka Circle to become the members of this esteemed AIAPC by quitting all their former/present formal unions/association.  Further this association would please to bring to the notice of all the Postmasters that, the CHQ is fighting to get the recognition for the AIAPC by filing the Writ petition No 6895/2015 at Jodhpur Bench, Rajasthan and had high hopes of getting justice at the earliest.  Hence don’t worry that there is no recognition for AIAPC.





          The meeting also decided unanimously and selected the following office bearers as ad-hoc body till disposal of the writ petition at Jodhpur Bench.

          All the participants voluntarily contributed Rs 500/- each towards the circle fund and a fund of Rs.20000/- (Rs.Twenty Thousand only ) was  collected on the spot. Also the following Postmasters have already contributed towards the Circle legal fund.

Therefore all are requested to contribute voluntarily to the Circle legal fund.

          The meeting decided to open a Joint-A SB  account in the name of Sri. Onkarappa, Treasurer and Sri. R. Manjunatha, Secretary and to voluntarily  contribute monthly contribution of Rs100/- and both these will be responsible for the operation of the said account.

          It was decided in the meeting that the next meeting will be held in the December 2016 and the venue will be intimated shortly.
          It was decided to form an email ID to the AIAPC, Karnataka Circle aiapckarnataka@gmail.com   and WhatsApp Group for the members of the AIAPC, Karnataka Circle and members were requested to discuss their official problems and day to day developments.
          The meeting has decided to send the copy of the Minute to the D. G. Posts, The CPMG, Karnataka Circle, PMG SK Region and PMG, N. K. Region for information and necessary action. 
          The meeting was also decided to make efforts for an informal meeting during the month of October with The CPMG, Karnataka Circle and with both the PMGs, S.K & N.K.Region.
          The meeting  ended with vote of thanks to the chair and a special thanks to  Sri. Vijay Vodani (Dharwad) and Sri. Manjunath K (Bellary) who had organized the meeting in such a short span of time in a befitting manner   and all the participants who made the gathering a grand success, by Sri. Onkarappa Postmaster Nelamanagala.
